CONSULTATION
OVERVIEW

The consultation process must:

• be a reality, not a charade;
  
• be addressed officially to Moana Rahui o Aotea Inc
  
• provide sufficiently precise information to enable the marae to state a view. Moana Rahui o Aotea must know exactly what is proposed before it can be expected to give its view;
  
• provide reasonable opportunity within a realistic timeframe for Moana Rahui o Aotea to state its view.

  For the proposer consultation involves:
  

• presenting a proposal not yet finally decided upon;
  
• listening to what Moana Rahui o Aotea has to say;
  
• considering responses from Moana Rahui o Aotea;
  
• keeping an open mind, being ready to change or even start afresh despite the right to have a working plan in mind;
  
• genuine effort to accommodate the views of Moana Rahui o Aotea

  For Moana Rahui o Aotea consultation involves:
  

• an opportunity to meet with the proposer in a co-operative and non-defensive manner;
  
• an opportunity to present new ideas in an open forum;
  
• an opportunity to be a full party to any policy development;
  
• access to all relevant information;
  
• a realistic timeframe in which to state views either in writing or orally.

  Consultation must not be:
  

• merely prior notification;
  
• treated perfunctorily or as a mere formality.

  Consultation does not:
  

• equate with negotiation;
  
• require there be an agreement;
  
• give the right to demand assurances. While consultation does not necessarily involve negotiation towards an agreement, this follow as the tendency in consultation is to seek at least consensus.
